Repairs and maintenance

Circle VHA’s responsibilities

We aim to properly maintain our properties for current and future use. Circle VHA is responsible for the structural repairs to our rented properties. This includes repair to the following:

  • Foundations, roofs, walls, floors
  • Heating and electrical facilities
  • Window sills and frames
  • Ceilings
  • Plaster work
  • External doors
  • Gutters
  • External drains and pipes
  • Toilet bowls, baths and sinks
  • Boundary walls or fences provided by Circle VHA

Circle VHA will undertake all of these repairs – provided they have become defective due to fair wear and tear and not as a result of malicious damage. Circle VHA owns and manages units in apartment blocks, and in such developments the management company has responsibility for the maintenance of the external structures, such as foundations, walls, roof, common areas within the apartment blocks, external common door, lifts etc.

If there is a problem in the common area, such as no lights or the common door not closing, the tenant should contact the managing agent to make the repair. The managing agent’s name and contact details can be found in the ground floor area of the apartment block in which you reside.

Tenants’ responsibilities

Tenants are responsible for the regular care, repair and internal decoration of their homes. Examples of repairs and maintenance both inside and outside homes that tenants are responsible for include:

  • Damage to windows and doors that is not as a result of normal wear and tear
  • Replacement of broken glass in your home
  • Locks and bolts replacement and / or additional installation
  • Replacement of locks and keys in the event of lost keys
  • Skirting board replacement
  • Plumbing, including cleaning of gully traps and waste pipes from baths and sinks, replacement of cisterns, washers, stoppers and repairs to leaking or dripping taps
  • Repairs to or replacement of sanitary ware (not as a result of general wear and tear)
  • Electrical sockets and fuses (except main fuses)
  • Light fittings / light bulbs
  • Repairs to or replacement of showers, plugs, toilet seats, cupboards, wardrobes, kitchen units, including kitchen doors, hinges, handles, locks, catches, and drawers
  • Unblocking sinks, toilets, baths
  • Minor cracks to plaster
  • Pest control
  • Control and care of private gardens, including grass verges at front of dwelling

Re-chargeable repairs

Tenants are responsible for the regular care, repair and internal decoration of their homes. The tenant will be liable for any costs incurred by Circle VHA due to repairs carried out that are normally considered to be the responsibility of the tenant. These are called re-chargeable repairs. Where a tenant is unable to carry out such repairs due to disability or old age, for example, Circle VHA may carry out these repairs on the tenant’s behalf and charge the tenant for this work.

Logging of repair reports

Any structural repair or maintenance issues should be reported directly to the Property Services Officer or by email to repairs@circlevha.ie  or to the central Circle VHA office. All reports of repairs are logged and are categorised as follows:

 

Repairs type and maintenance response

Emergency repairs

These works are to be completed within 24 hours. These repairs are carried out where there could be a danger to life. The following fall into this category:

  • Smoking electrical fuse board
  • Faulty electrical sockets
  • Tiles falling off a roof of a dwelling
  • Burst pipes
  • No drinking water
  • No heating in cold weather


Urgent repairs

These works are carried out within five working days. These repairs are carried out where there is a risk of serious damage to the dwelling.The following fall into this category:

  • Leaks to bath, shower or sink unit
  • Empty water tank / no hot water
  • Repair to heating system


Routine repairs

These works are to be completed within 15 working days.
These are repairs that require attention but can wait until emergency and urgent repairs have been completed.
The following fall into this category:

  • Broken / cracked toilet cistern
  • Repairs to intercom system
  • Small leak from a radiator


Cyclical repairs

These works are carried out at regular intervals to maintain the property in good condition.
The following fall into this category:

  • External painting
  • Leaking gutters
  • Rotten fascia boards
  • Annual servicing of the gas boiler

 

How to report a repair

Circle VHA aims to carry out all repair and maintenance works as quickly and efficiently as possible. Repairs can be reported in person, by email to repairs@circlevha.ie or by calling the central Circle office between 9am and 5.00pm, Monday to Friday on 01-4072110 / 2112.

Circle VHA provides an evening and weekend maintenance service for instances as defined above. The Out of Hours number is 053-9374832.

In the event of gas, electricity or water emergencies, contact the relevant service provider.

Inspections

Some works will require inspections before the repair work can be ordered. Circle VHA may also seek quotes from external contractors. Circle VHA carries out an annual inspection of our properties. This inspection is undertaken in consultation with the tenant.

What if I am not satisfied with the repair service?

Please let us know as soon as possible if a repair is not completed within the time allowed, or if you are not satisfied with the work that has been done, or the service provided. We will investigate all complaints to ensure the work is carried out to a good standard without any further delay.

How do I contact the managing agent in the case of an emergency?

Each managing agent has an after-hours phone number that residents can use to report emergency repairs, such as maintenance problems relating to common door entrances, intercoms or communal lights. The managing agent’s contact details should be available on the wall in the ground floor area of the apartment block. Circle VHA operates an out-of-office emergency line at no additional charge. In the case of an emergency (fire, flood, security breach) please ring 053-9374832

What repairs and maintenance is the management company responsible for?

The management company is responsible to repairs to the common areas only. The management company is not responsible for any repairs and maintenance works inside your apartment / house.

Please contact the managing agent responsible for the scheme for any maintenance problems relating to common door entrances, intercoms or communal lights. Their contact details should be available on a wall in the ground floor entrance area of the apartment block.  

Can I engage a contractor to undertake works on behalf of the management company?

No, the management company alone has responsibility to authorise contractors to undertake works in a development.
