Circle Launches 2024 Annual Report: Building More Than Housing

Circle Voluntary Housing Association has published its 2024 Annual Report, marking another year of growth, delivery, and deep community impact.

In 2024, Circle delivered 216 high-quality homes, expanding our housing portfolio to 1,825 homes and providing secure housing solutions for over 5,000 people nationwide. Our frontline teams responded to 17,400 tenant calls, reflecting our ongoing commitment to delivering responsive, people-centred services.

But our mission goes beyond bricks and mortar. “Building More Than Housing” means creating places where people can thrive, belong, and shape their own futures.


Key milestones in 2024 included:

Railway Court, Dublin 1: Circle’s first direct-build project, delivering 47 A-rated, sustainable homes through an innovative €20m funding partnership with AIB and Dublin City Council. What was once a derelict site is now a vibrant community hub in the heart of Dublin.

Expanding our footprint: New developments in Clare, Wexford, Dublin, and Limerick, strengthening our role as a truly national housing provider and ensuring more families and individuals can access safe, secure homes.

Tenant empowerment: Growth of the Tenant Advisory Group (TAG) and the establishment of the Tenant First Link Committee, embedding tenant voices directly in Circle’s governance. In 2024, over 200 tenants joined community events from coffee mornings to neighbourhood clean-ups , creating connection and pride in place.

Sustainability in action: A €1.8m programme launched to improve energy efficiency across existing homes, while all new homes delivered meet A-rated energy standards. Circle also became the first Approved Housing Body in Ireland to launch a WCAG 2.1 compliant website, ensuring accessibility and inclusion for all.

Financial resilience: Circle achieved a 50% increase in income to €18.2m, with operating surpluses strengthening our capacity for long-term growth and enabling continued investment in people, homes, and communities.


Looking ahead

Circle’s newly launched NITI-Plan 27 sets out an ambitious roadmap for the next three years, with goals to deliver 1,000+ new A-rated homes, deepen partnerships across housing, health, and education, and continue to build inclusive, resilient communities across Ireland.
