Rosalind Carroll has over 20 years’ experience across the housing and public sectors in Ireland.
She is currently Chief Executive of the Personal Injuries Assessment Board (PIAB). Prior to this,
she served as Chief Executive of the Residential Tenancies Board (RTB), where she led
significant regulatory reform, organisational change and digital transformation initiatives.
Rosalind has held senior leadership roles within the housing sector, including Head of
Regulation of Approved Housing Bodies and Head of Housing Services at the Housing Agency.
She also worked within the Department of the Environment, Community and Local Government
on housing finance, policy and delivery, and in housing services within Dublin City Council. She
brings extensive experience in governance, regulation, programme delivery and organisational
transformation, together with expertise in housing policy and public sector management.
Rosalind holds MSc and BA degrees.
