Circle VHA employs a range of staff to deliver our housing management and estate management services to our tenants and residents. All of our staff has relevant expertise, professional capacity and previous experience of working in their area of responsibility in commercial, statutory and voluntary agencies.
John Hannigan joined Circle Voluntary Housing Association as chief executive in September 2017. Prior to this he held the positions of Managing Director of Sunbeam House Services (2010 to 2017) and Company Treasurer of Respond Housing Association (2004 to 2010) in Ireland and South Africa. John has worked at senior executive level within the Private Sector (KPMG, Grant Thornton and EY) and as Group Director and Company Secretary in the UK for large Registered Social Landlords (Accord and Prime Focus). John is a Chartered Member of the Chartered Institute of Housing, a Fellow of the Association of Certified Accountants, and a member of the Institute of Directors in Ireland. John graduated from Warwick Business School with an MBA in 2001.
Anne O’Meara is finance director at Circle VHA, she has been with the Association since 2005. She is a Fellow of the Institute of Chartered Certified Accountants and holds a degree in Business Management. Prior to joining Circle VHA, Anne was employed in the property and facilities management industry and the financial services sector for more than 10 years. Anne is the Republic of Ireland representative on the National Housing Federation (UK and Ireland) Housing Statement of Recommended Practice working party.
Tom Gifford is a senior housing manager at Circle VHA. Prior to joining the Association in September 2013, Tom worked in the homelessness sector, where he managed supported accommodation for St Mungo’s and Thames Reach in London. Tom has also worked in the intellectual disabilities sector, as a legal clerk and as an information officer for a large mental health charity. Tom has a BA in Law and Politics from the University of London and is currently completing a Diploma in Housing Studies with the Institute for Public Administration in Dublin.
Pat Costelloe is a property management surveyor with a 25-year career in construction and property. He has responsibility for both the Circle VHA business development objectives within the company’s strategic business plan and asset management strategies for existing and emerging stock within the portfolio. He previously worked as group property manager for the Rehab Group and as development manager with NewGrove Housing Association Ltd. He has extensive project development and management, acquisition leasing and disposal, along with portfolio management experience.
