Circle Voluntary Housing Association CLG was founded in 2003 and for the past 12 years has been providing accommodation to people in need of homes in the Greater Dublin Area. The Circle VHA vision is “Making a difference by providing quality homes for people in housing need”, in line with our core values – Respect, Empowerment, Integration, Partnership, Sustainability and Excellence. Circle VHA is working in partnership with Local Authorities, State Agencies, developers, housing providers and funders to deliver new social and affordable housing solutions. Circle VHA strives to deliver exceptional customer service to all stakeholders, and its tenant satisfaction ratings have been consistently in excess of 95%.
Circle VHA is a Tier 3 Housing Association, and across its Housing Management and Estate Management operational activities, presently manage in excess of 2,300 homes in the Greater Dublin area. In order to support the delivery of the Rebuilding Ireland Programme, and the Company Annual Development Pipeline, arising particularly from the Circle VHA Development Strategy 2018 – 2020, Circle VHA is expanding its development function with a number of new positions. In addition, we are building some of our core support services centrally and are recruiting to fill these additional positions (see below).
Senior Development Officer
The core responsibilities of this new development position will involve operational delivery of the Development Strategy. This will involve the continuous development of new and existing business opportunities, utilising current and evolving sectoral funding mechanisms, and in the consideration and exploitation of innovative new homes output solutions.
The candidate for this post will essentially have a relevant 3rd level qualification and at least 6 years’ experience in one or more of a construction, development, surveying, property or housing environment, along with knowledge and experience of senior project management. A track record in team leadership and people management is essential. The candidate will be able to demonstrate drive and enthusiasm in developing and delivering new challenges. Sectoral experience in the provision of housing accommodation under Government Housing Policy as delivered through the Housing Agencies and Local Authorities, and other Approved Housing Bodies would be a distinct advantage. The candidate will have excellent communication, multi-disciplinary, business case development, IT and reporting skills, with a focus on stakeholder engagement and management. Possession of a full clean driving licence and access to own vehicle are essential.

Development Officer x 2 Posts
The core responsibilities of these new development officer positions will involve assisting in the identification and assessment of new potential housing developments, and project management of the delivery of new and existing business opportunities, utilising current and evolving sectoral funding mechanisms. The candidates will be customer facing, with stakeholder relationship management to the fore of operational delivery.
The candidates for these posts will essentially have a relevant 3rd level qualification and at least 3 years’ experience in one or more of a construction, development, surveying, a property or housing environment, along with knowledge and experience of project/transaction management application and principles. Sectoral experience in provision of housing accommodation under Government Housing Policy as delivered through the Housing Agencies and Local Authorities, other Approved Housing Bodies would be a distinct advantage. The candidates will work well within a team environment, have excellent communication, organisational and multi-disciplinary/project working and IT skills, along with an ability to meet tight deadlines and cope under pressure. Possession of a full clean driving licence and access to own vehicle are essential.

Personal Assistant to the CEO and Senior Management Team
Reporting to the CEO, this individual will be responsible for representing the CEO in his absence. The PA will provide administration support to the CEO and the Senior Management Team, coordinating diaries, meetings, files, travel and Board meetings. The PA will also be responsible for the minuting of meetings for the CEO, including Board and Sub-Committee meetings. The PA will be cognisant of the confidentiality and discretion required for this position. The candidate will work well within a team environment, have excellent communication, organisational, multi-disciplinary and IT skills, along with an ability to meet tight deadlines and cope under pressure.

Human Resource Officer
This is a new post and offers the opportunity for a dynamic professional to co-create a functioning Human Resource function in a growing and dynamic organisation. You will be responsible for administrative tasks and you’ll contribute to making the company a better place to work. We expect you to have knowledge of various HR functions. Presently we have 26 team members within Circle VHA and we are seeking and individual who will:
You must have proven experience as an HR officer, HR Generalist or other HR position, knowledge of HR functions (pay & benefits, recruitment, training & development etc.), an understanding of labour laws and disciplinary procedures, be proficient in MS Office; knowledge of HRMS is desirable, be an excellent communicator with excellent interpersonal skills, enjoy problem-solving and decision-making, have strong ethics and be reliable. As a minimum, a relevant HR qualification at third level is essential, along with further training.

IT and Information Governance Officer
The IT and Information Governance Officer is responsible for the delivery of software and hardware projects and the provision of high availability information communication technology and associated infrastructure, systems, procedures and solutions for Circle VHA. The IT and IG Officer will also be responsible for the compliance of Circle VHA with the relevant Data Protection legislation, including GDPR. The successful candidate will provide a professional project management service to Circle VHA, acting as the main point of contact for our software and hardware suppliers, creating and maintaining project plans, planning tasks and liaising with consultants and software developers to ensure projects run to plan, meeting the relevant time, quality and cost constraints and ensuring compliance with Data Protection laws. This is a new position within Circle VHA. Working in a vibrant environment, you will be part of a friendly and hard-working team. This role includes travel to our sites across the greater Dublin area. Possession of a full clean driving licence and access to own vehicle are essential.
Location: Based in Dublin, but travel throughout Leinster will be required
